Understanding Cyclone Ratings for Modular Homes

Anyone building along Australia's east coast eventually runs into the same question: what wind rating does this site actually need? For clients building north of Bundaberg, in the Wide Bay region, or anywhere Queensland's cyclone-prone coastline extends, the answer shapes everything from the roof profile to the tie-down system and it's worth understanding before design even starts.

Wind regions, then classifications

Australia's structural wind requirements start with geography. AS/NZS 1170.2 divides the country into wind regions based on decades of recorded wind speed data. Region A covers most non-cyclonic inland and southern areas. Region B takes in intermediate coastal zones, including much of South East Queensland. Region C is cyclonic - broadly, the coastline from around Bundaberg northward - and Region D covers the most exposed cyclonic areas further north, where design wind speeds are highest.

From there, AS 4055 translates region into a building classification. Non-cyclonic sites are rated N1 to N6; cyclonic sites are rated C1 to C4. The rating a given site receives isn't just a function of region - terrain category, topographic class and the shielding provided by surrounding buildings or vegetation all factor in. Two blocks a few kilometres apart, both in a cyclonic region, can carry different ratings depending on how exposed each one is.

Higher classifications mean higher design wind speeds, and higher design wind speeds mean more structure: heavier framing members, additional bracing, deeper footings and stronger connections throughout. A C1 build and a C4 build in the same postcode can look similar on the floor plan and be engineered very differently underneath.

What a cyclone rating actually changes in a modular build

For modular construction, the wind classification has to be locked in before a single panel is manufactured. Because each module is built off-site to a fixed specification, the framing, bracing, wall linings and roof tie-down system all need to be engineered to the destination site's rating from day one - there's no adjusting on the fly once a module has left the factory floor.

In practice, that means:

  • Tie-down systems: Cyclonic ratings call for a continuous load path from roof to footing, engineered so wind uplift is transferred safely into the ground rather than into the roof structure itself.
  • Roof form: Simpler rooflines with minimal overhangs perform better aerodynamically, which is why hip roofs and modest eave lines are common in cyclone-rated designs.
  • Bracing and framing: Cyclonic classifications typically require heavier-duty bracing and framing than an equivalent N-rated design, particularly at connections.
  • Glazing and openings: In cyclonic zones, windows and doors need impact resistance to prevent a breach that would pressurise the building and threaten the roof.
  • Certification: Every modular building destined for a cyclonic site requires a structural engineer's compliance certificate before manufacture, and an inspection certificate confirming correct on-site anchoring once installed.

None of this is optional extra engineering, it's the baseline for building safely and legally in a cyclonic wind region.

A cyclone category isn't the same as a building's wind rating

It's a common mix-up, so worth separating clearly. When the Bureau of Meteorology issues a cyclone warning, it rates the cyclone itself - Category 1 through Category 5 - based on the storm's wind strength as it moves. That scale describes the weather event.

A building's wind rating is a different thing entirely. It's a construction classification - N1 to N6, or C1 to C4 - assigned to a specific site based on its wind region, terrain and exposure, under AS 4055 and AS/NZS 1170.2. It describes what the structure is engineered to withstand, not what's forecast to arrive. A C2-rated home is built to a defined design wind speed regardless of which category cyclone eventually passes through - the building standard already accounts for the range of severe wind events the region can produce.

The classification comes from where the site sits, not from a guess.
